no shortcut keys

I'm running nedit 5.2, and I'm not the administrator.  On a couple of
the servers, I have no shortcut keys.  Most of the servers I run on, do.
I've copied over the .Xdefaults and .nedit files from 'good' servers
with no luck of getting the shortcut keys to appear.  I do not have an
.Xresources file in my home directory on any of the servers.  I've also
run appres NEdit nedit on the servers and found there are major
differences.  Not being an administrator, I have no idea if app-defaults
has been installed or not.  Is there any hope for getting the shortcut
keys to work?
