Thanks for looking into this.  I tried it again and it built fine.
I think my confusion came from reading the build instruction at 
http://www.nedit.org/build.php instead of reading the README file.
The web site mentions:  "The makefile in this directory...", which I
(mis)interpreted to mean in the source and/or util directory.  The
README file is much more clear:  "The makefile in NEdit's root
directory...".  I think the build instruction on the web site should
mention building from the root directory.  I'm sure most people don't
need to be told that, but I am a novice when it comes to building
from scratch.
