They do exactly what you'd expect: to-ISO8859 is actually:
iconv -f ISO_8859-15 -t UTF-8 (man iconv for exact syntax)
and the other:
iconv -f UTF-9 -t ISO_8859-15
to be entered in:
Preferences -> default settings -> customize menus -> shell menu

The latter actually, if I need UTF8 as output, which is not always the case, 
e.g. Latex or html source can safely stay in ISO-8859.
