Actually we talked about something similar before, called NEdit
Resource Repository. However, I think it should be more than a web
site, but also include a CPANish macro package for NEdit itself. Open
dialog, add eg. "ruby" and get a list of highlighting pattern and
macros. Press "Install" and be happy.
