It make sense in a non-technical way.  I think they're just using the 
word "clipboard" to mean a conceptual buffer, even if the data isn't 
really copied until you make a paste - an optimization that doesn't 
change the concept.

I think I understand the reason why they want might to sync the two. 
Consider what happens when you have one app that only understands 
selections, and another that only understands clipboards, and probably 
most importantly a typical user who doesn't know the difference (and 
shouldn't).  Then the result is "I can't paste from X into Y! Linux is 
awful!"

That's to say, the dual (selection/clipboard) model works... when every 
application is aware of the dual model.  But there are applications 
which aren't, and the user might want to transfer text around between 
them.  I think that's one of the problems klipper is trying to solve.
