hiding of the hscrollbar

Hello all,

today I stumble over the hiding of the horizontal scroll bar.
Question: Why is the check inside hideOrShowHScrollBar() strictly less and
not less or equal?

The result is, if a wrapmargin is selected and the window shoes exactly
this count of columns the horizontal scrollbar is visible, but it need not
to be visible.
