I'm not sure about the exact situation, but it sounds as if the first
part could be doen with a macro. Just read in the configuration, build
the compiler command and execute it.

The second part could be done with a feature form my Patch Collection,
which knows a "transient" flag for new windows. You just have to
redirect the compiler output in a file and open that file in the
transient window. I'll attach my version of Tony's man page macro,
which uses a transient window. You can find the patch here:
