Limit on number of files opened in tabs

I think a middle ground would be a dialog box, accessable from the 
Windows menu, that listed them all ("More Windows...").  You then 
truncate the menu at some sane amount.  Inside, it has a scrollable 
listbox.  If it was modeless (like the replace box), then you could just 
pop it anywhere on the screen.
