NEdit was released under the GPL in 2000; even before that date the
preferred distribution method has always been the binaries provided by
the developers, so distribution of these binaries has always been
implicitly allowed. NEdit's license was clarified recently to cover
this point more clearly:

This program is free software; you can redistribute it and/or modify it
under the terms of the GNU General Public License as published by the
Free Software Foundation; either version 2 of the License, or (at your
    option) any later version.

In addition, as a special exception to the GNU GPL, the copyright hol-
ders give permission to link the code of this program with the Motif
and Open Motif libraries (or with modified versions of these that use
the same license), and distribute linked combinations including the
two. You must obey the GNU General Public License in all respects for
all of the code used other than linking with Motif/Open Motif. If you
modify this file, you may extend this exception to your version of the
file, but you are not obligated to do so. If you do not wish to do so,
delete this exception statement from your version.

(See the files README and COPYRIGHT distributed with NEdit for the
entire license.)

If you are a contributor to NEdit and have any problems with this
clarification, please contact the developers at develop at nedit.org so
we can discuss this.
