NEdit is not rebuild if Microline/XmL/Tree.c is 
changed. Alternatively, (cd Microline/XmL && make) 
fails.

NEdit only compiles what it needs to create Microline/XmL/libXmL.a

The rest of the stuff in the Microline directories is there because NEdit
now appears to be the "official" support for these Microline files since
Mozilla no longer uses them.
